President-elect, Joe Biden, offers help to HBCU student's

As part of a "Build Back Better" plan, then, former vice president Joe Biden proposed several ways he would help Historical Black Colleges and Universities (HBCUs).
Biden proposed a plan whereby those enrolled in four-year programs at public HBCUs would receive free tuition. Not only that, Biden also suggested canceling debts for students that have already graduated from HBCUs. Research shows that 90 percent of Black Americans take out loans before entering college, placing them in debt before even stepping foot on campus.
His plan, according to then candidate Biden, would help to "restart" or even "make up" for the racial disparity within the country.
